Does he find them in a hidden bunker in the forest around the Konoha, or, perhaps, Kami, after seeing how crappy Naruto's life is because of the Kyubbi no Kitsune, give them to him as a form of reward for not giving into the fox's temptations of power? Or perhaps some other third thing?
