Sure a prompt can restrict you, but it can also help kickstart the process of coming up with ideas. Sometimes restrictions are your best friend.

I also review contest entries like I would any other story. I do take word count limitations into account as well, but then again, that is no different from people trying to write/adapt a story for a specific anthology or magazine.
