The purpose of critiquing someone's story isn't to give it a rating on its quality, it is to give the author feedback so they know where the piece has issues and can either fix that piece or avoid the same pitfalls in future pieces. Therefore, a review should not hold back because of a prompt or time constraint. All writing is done under constraints, and in competitions the authors accept those constraints.

That said, it doesn't hurt to acknowledge any restraints the work was created under.
