I think that's a great question. Come to think about it, I believe that fully 75% of the items I review are contest-related. Either it's being written for a contest and that person wants to know if he's 'on the right track,' or it had been submitted for a contest in the past and the author has moved on denying any subsequent edits.
I offer my opinion on the merits of the item, contest or not. I may offer a short paragraph on its relationship to the contest if that contest is still active. Many older contest entries contain broken links for contest that no longer exists and thus offer a reviewer no information on which to comment. Then, I just mention the author might remove the offending link.
