In general, I'd say - review a poem or story as a poem or story - that is, not as an entry to a particular contest but as you would anything else.
I'd make an exception in some cases - for example, if the contest called for 'Exactly 100 words without repeating a word' or 'All words in the entry to contain the letter 'o'' or something like that, which then calls for reviewing the skill in creating an entry within those constraints.
