Mine vary.

There are times when the characters are inspired by something I'm watching or a story that I have recently read. I did get one idea for a story and characters from reading a shifter story where I thought the reader needed to expand. So, I thought of a similar story but a longer version and the characters just developed differently in my head once we got past the start idea phase. I haven't written it yet but that is one example.

I did try when I was younger to base characters off people around me. My epic fantasy series was supposed to be fantasy characters based off me and my friends. The characters ended up developing their own way and not being anything like us in the end.

Other times I get an idea for the story first, like an accidental engagement. Character didn't mean to propose and had a mother who was heavily involved in their life sneak a ring into their pocket. Having the other character be someone with intimacy issues due to health factors just came along when I started working things out in the story.

So yeah. Depends on the story and character. There are plenty of ways someone can create these figments of our imaginations.
