Ok best suggestion then is googling your tablet type and checking out how to clear the cache... I just checked from a 2nd browser and it also takes me to the correct page for adding that new chapter.

One other thought -- that chapter is showing you the "needs to be written" next to it?

If you're not seeing the , it's another sign your browser is not refreshing the page content....
