This is an improper use of red text in my opinion. Authors should be given the option to use red text as a warning signal for messages they deem worthy of a warning. "Information and guidance" is often not worthy of a warning.
Red text is like honking your horn. If you use it sparingly, it gets the reader's attention. If too many people use red text too often, it's like New York City where the honking horns have lost the ability to get attention. Red text then becomes like noise pollution.
