How can I access in order to state Character Count after review completed?

They automatically show when you hover the mouse over the binoculars

If you can't see them when you view the sent review in your Reviews tab, you can turn on Show Details here --

Click Reviewers in the left menu to go to
https://www.writing.com/main/my_feedback/action/rrs

In the page header, find the Show Details button and click on it --

Most Actively Reviewing Groups · Items To Review · About Reviewing
