I think it's important to view someone else's work through both lenses. We can look at the more technical elements, the organization, figurative language, grammar/mechanics, etc., as fellow writers, but it's also important to respond as a reader. I try to include comments about anything that worked as a "hook" in the piece, components that engage readers well (or that do not), how effective foreshadowing and/or irony impact the reader, and more.
When I keep reading novels along with shorter works, that, in my opinion, helps to keep me on my toes as a reviewer also. The last novel (YA lit, GT aspects) I completed was "Surviving the Applewhites" by Stephanie Tolan. I highly recommend it! It was all I had hoped for! The next one I just started yesterday is a re-read of Will Hobbs' "Far North" (YA lit). I just sent it to my cousin's son and wanted it to be fresh in my mind when we discuss it. Already I have found more connections for him in this wonderful book that I had initially remembered. I hope you read it and several other Will Hobbs novels.
Now I'm off to review submissions in WdC's "Dew Drop Inn". Care to join me?!
