I guess I can compare it to my Goodreads standard - if I get to 30% of the book and I don't like it, I don't finish it, and leave a review stating why I couldn't get into it.
If I read the first page and I don't like it, I just reshelve the thing. I know it didn't interest me, but that doesn't mean it wasn't a good book. I have no way to gauge that with a passing glance and not giving it a chance to open up its story (which, incidentally, is how I end up with so many books that get to the 30% mark, and sometimes more lol).
I snuck over and looked quickly at your piece (of course, focusing on the first two paragraphs). I also read the review. I disagree with some of his points based on genre, content and preference. That being said, it was similar to what I mentioned - he said it was something he'd likely shelve if he saw it in the store.
I don't personally do reviews on things that don't interest me. It can have a great hook, and STILL not interest me. So, I don't review it. If it interests me and has structural issues, I'll review it. I do a lot of them* privately now, because I find the interaction is a better learning experience for both parties.
To answer your question after my ridiculous ramble, I would personally read more before forming an opinion, OR not form opinion at all and simply move on.
Of course there's the occasional book I finish out of spite, but that's a whole different topic. The "spite books" generate some epic reviews, though.
