Sorry, but I read the FAQ and this isn't clicking for me:

If you can't own more than one dragon in a Rarity, then how do you get two dragons in a Rarity to merge?

I found the answer. You can buy more than one in order to merge them, you just can't keep them both. Sorry to bother.
