These are hacked TV's and toasters and the like that just load pages, typically just to create load and being annoyances. They often do this to blackmail site owners -- "We'll stop the attack for x bitcoin" for example. When you add complexities, like a simple checkbox or simple puzzles, most the bot networks that currently exist don't create sessions and make follow up attempts.
As the complexity for the bot increases, so do the cost for the attacker. They have to "hire" or rent smart botnets, which cost them more. So far, bots that use AI backends don't exist due to the cost of those. Sooner or later, we won't be so lucky...
