I think they stole mine!

After one of my round trips from my hotel in Bloomington to northeast Minneapolis and back, I spotted this in the hotel parking lot sometime around eleven at night or so. There was a surprising variety of states' liscence plates at in the hotel parking lot during my weeklong stay, but this one took the cake. Between the first three numbers and the too-chipper smiling sun, how could you not find it amusing?
I think they stole mine!
