It's a little known crime known as an Oath of Office Violation. Sue them on all levels!
Say that you were harassed by a police officer in the United States for no reason other than to violate your rights; they are violating their oath of office, which they, and their insurance bond can be sued over. You must have proof though, that they violated your rights. Go this far and they will never and can never work as a police officer again, if your case is successful that is!

First and foremost, you should sue the police officer at the local level of government for an oath of office violation. Then, if you're successful you should start a second oath of office violation lawsuit at the state level. If you're successful, then file one more oath of office violation lawsuit against the police officer at the Federal level, the top level of government!

Heck, you don't even have to stop there! Now sue the insurance bond of the police department of where that officer was serving at for an oath of office violation at the local level of government. If you're successful, sue them at the state level for an oath of office violation. Then if you're successful again, you can start your final oath of office violation lawsuit against the insurance bond at the Federal level.

And that is how you put a police officer out of the job, so that they won't be able to just move to another city, just to work as a cop there, where they will harm other innocent victims!
