With my meager knowledge of neck construction, I'd say it's highly unlikely. However, stranger things have happened. I would say, though, to be aware that there are many other veins and arteries in the neck that, although not so dire an injury as one to the jugular, would make your character bleed out just the same. Are you aiming to have your character lose his voice? Because if you are, I'd advise some other way of doing so that avoids all the muscles, tendons and veins in the neck, as well as his windpipe.
