Writer's Fallout Shelter

The statement itself is quite true, but brings up several questions immediately for me.

One; will the story cause the reader[s] to suspend disbelief while reading? Or will the reader realize that certain actons and events just aren't plausable and stop reading?

Second; The statement implies that the writer doesn't really know where the story is going [i.e. without a plot or outline], so doesn't exert any control over the direction of the story [I know all about silencing the "inner critic"] For my stories or ideas, I must have an ending in mind before I really begin or I lose my way and end up with a mish-mash of a story or maybe just quit writing it.
