In my view, "the poet’s reason for writing the poem" has to do with achieving the effect presented by the sixth question: " How does this poem make me feel?" In accordance with Mr. Poe's treatise The Philosophy of Composition , those other elements--the title, the speaker, the situation, the form. the imagery, the language--should all be applied to achieve the desired effect. Ted Kooser is one of my favorite poets, mainly because of his dedication to making poetry accessible to all without the need for some intellectual interpreter: https://www.dailycamera.com/2011/02/24/basic-bard-koosers-accessible-poetry-madd... . As for my "strategies," I first approach a poem as a reader ready to be transported into another world, and then ask that all-important question: How did it make me feel? Then, as a poet, I go back and examine how that particular composition achieved that effect. Then, many times, I exclaim, "Man, I wish I could do that!" Let the creativity flow from your soul!
