Some things to note, despite people generally portraying Link, Tetra, and others as pre-teens, there are actually indications they may be older.
1. On Outset Island boys are given outfits based on the Hero of Time's to wear on their birthdays when they reach his age. The Hero of Time only officially became known as such post time-skip, where he's been mentioned to be 16 by Miyamoto.
2. The characters mentioned above are around the same size as many adults in the Wind Waker, and seem to be a little under half Ganondorf's height (confirmed 9'2). Also, the particular art style of these games wouldn't necessarily give proper scale.
Something else not officially said, but that I think bears mention, as a pirate, it wouldn't be surprising if Tetra binds her breasts to make them seem smaller to keep them out of the way, or avoid distractions with her crew, and the slime could make them bigger on the suit.
The characters, not being in a world of Wind Waker's art style, will have natural proportions. Tetra/Zelda will have the ability to switch forms at will
