What list of characters should I use for my Pokémon manga story?

Pokémon Adventure used to have trios, each being named after one of the games. After Platinum, there were no third editions. As such, there was no longer a third Pokédex holder.

Each Pokédex holder obtained one of the starters. Black, White, and Blake (Black 2) each had a Gen 5 starter, while Whitley (White 2), X, and Y had a Gen 6 starter. They are all Pokédex holders, but the next few are not.

Hau, Marvin, and Nemona each have a Gen 7, 8, and 9 starter, respectively. Finishing up the starter trio.
So, how should I work this?

Should I make manga options for all the main characters (Pokédex holders), or for the characters that obtained a starter and complete each generation trio.
