Should I include the TCG villain team?

Poll Question:
Team Great Rocket are supposed to be a very dangerous organisation. Supposed to be. Despite the fact they kidnapped dozens of people and stole most Pokémon from an entire Region, they follow a strict code and always keep their word. One member even has to read from a script so she knows her own job. And that's an Admin!

This leads to the question of if I make them more serious, less serious (maybe like Teams Yell and Star), or not include them at all?

Also! If you vote Option 3 or 4, I'd appreciate some ideas on how. GP will be given as thanks.
Poll Options:
      Make them a serious threat
      Serious organisation, goofy characters
      Make them serious, but in a fun way
      Have them be just an enjoyable organisation
      Leave them out altogether
