Your first step in learning to harness your potential power was not learning how to tap into your innate ability to alter the natural cycle of the weather, but learning how the natural cycles work. Storms are not just about the air, but also about water and other primal elements as well. Learning to use your powers meant you had to be educated in the mundane as well as the magical.
