Yes, your insert suggestion is the current best method.
The main reason I haven't implemented tables in WritingML is the amount of error checking it needs to make sure things don't go awry and mess up lots of things. I've started it and tabled it (punny) a number of times. Of course, there's a good number of ways to break things with WritingML tags as is ... but the HTML conversions for tables could lead to far more weird breakage that would likely escape many of the things we do around WritingML areas to make sure that WritingML errors don't "leak" out from one section of a page into another.
