In this hotel, the guests will remain blissfully unaware as their body parts are swapped around by the hotel staff using some kind of magic of technology. Maybe the hotel owners are a couple or a family of witches and warlocks who like to mess with people by using black magic to scramble up their physical traits and get off by observing the results. They even include themselves sometimes, trying on other people's body parts.
Perhaps the hotel has a hidden lab in which complicated swaps are carried out using advanced technology (perhaps alien). The guests could be sedated and transferred to the lab to have their body parts swapped around. Again, the guests will remain unaware of their changes thanks to mental tweaks.
Introducing the hotel owners and staff can be done at the beginning or during the story arc.
